Bart Barker brings 30 years of executive management and consulting experience in communications, technology and local government. He served for 10 years as a full-time, elected Salt Lake County Commissioner with responsibility for 4,000 employees, a $290 million budget and more than 200 facilities. He has built and led successful organizations for technology companies based on the east and west coasts and in Utah. He is a co-founder of the Exoro Group, a full-service public relations firm in Salt Lake City. In recent years he has been an independent communications, technology and government consultant.

Kelley serves as a business partner for the Davis Applied Technology College and is a clinic staff manager and project manager for Intermountain Healthcare. She has an education background and has taught elementary school art and music. In her free time Kelley enjoys cooking, blogging, reading, singing, and spending weekends at her family cabin. She is excited to have the opportunity to serve on the Mountain Heights Academy Board of Directors and is looking forward to being a part of the many exciting things the dedicated staff, and students will accomplish in the coming years.


Gavin completed an MBA at Weber State University. He also earned the Certified Public Accounting credential and worked for the public accounting firm Schmitt Griffith Smith as a public auditor. In 2007 Academica West, a charter school management company, hired him where he helped the company grow from managing four schools to the current 18 schools on 23 campuses. Recently, Gavin was named the new President/CEO of EnableUtah. Gavin currently serves as the committee chair for the Utah State Charter School Revolving Loan Committee and as member of the executive board of the Utah Association of Certified Public Accountants as the Vice-President.

Gwendolyn Smith is an accomplished businesswoman and owner of the consulting firm, Allegiant Solutions. She has worked as an IT Director and Enterprise Architect for corporations such as Oracle and the Salt Lake Olympic Committee. She holds a Bachelor’s in Computer Science from Strayer University in Washington DC and an MBA from Utah State University. Gwendolyn co-chaired the Draper Youth Council for four years, during which time the council won the Top Youth Council in the state award in 2009, became a certifying organization for the President’s Volunteer Service Award and increased membership from five youth to over 60.

Dr. David Wiley is Chief Academic Officer of Lumen Learning, the Education Fellow at Creative Commons, and adjunct faculty in Brigham Young University’s graduate program in Instructional Psychology and Technology, where he leads the Open Education Group.

As an academic, Dr. Wiley has received numerous recognitions for his work, including an National Science Foundation CAREER grant and appointments as a Nonresident Fellow in the Center for Internet and Society at Stanford Law School, a Peery Social Entrepreneurship Research Fellow in the BYU Marriott School of Business, and a Shuttleworth Fellow. As a social entrepreneur, Dr. Wiley has founded or co-founded numerous entities including Lumen Learning, Degreed, and the Open High School of Utah (now Mountain Heights Academy). In 2009, Fast Company named Dr. Wiley one of the 100 Most Creative People in Business.
